Burkhard Horn is an urban and transport planner (SRL/DASL). After studying urban planning at the University of Kassel, he gained more than 25 years of professional experience as a transport planner in municipal administrations, most recently as Head of the Transport Department of the Berlin Senate.
Since autumn 2017, he has worked as an independent consultant in the field of sustainable mobility, operating at the intersection of transport policy, transport planning, urban development, and urban design, advising cities, institutions, and associations. From 2005 to 2014, Burkhard Horn served as Chair of the Transport Planning Commission of the German Association of Cities. As part of his independent work, he has been and continues to be a member of various advisory boards at federal level, including the Cycling Advisory Board of the Federal Ministry for Digital and Transport Affairs (BMDV), as well as the mobility advisory boards of the cities of Hamburg and Cologne. He is also a member of the Scientific Advisory Board of the VCD (German Transport Club).
His areas of expertise include the development and support of sustainable urban mobility strategies, city-regional cooperation, neighbourhood development and mobility, climate protection and mobility, and public space. How would you describe your vision for the ‘‘Spaces of Mobility’’ for the Munich Metropolitan Region in 2034 in three words?
Multimodally connected. Integrated settlement and mobility development. All stakeholders pulling in the same direction.
What do you see as the biggest mobility challenge facing the Munich Metropolitan Region??
Bringing together all stakeholders with their differing interests, not only in defining shared goals but also in developing and implementing concrete measures.
What motivated you to get involved in the IBA?
The IBA’s courage to address the difficult issue of mobility as a regional challenge, and the collaboration among stakeholders from civil society, academia and business in the Munich region.
What unique perspective or expertise do you bring to the IBA??
My many years of experience working with municipalities across Germany at the intersection of urban and transport planning, combined with an advisory perspective and a strong understanding of the differing viewpoints of the stakeholders involved..
